Install-PackageProvider: No match found error when installing PowerShell modules | FIX !

The issue is that by default in PowerShell TLS, TLS1.1 and TLS1.2 are enabled, and when connecting to the provider anything older than TLS1.2 encryption protocol will be rejected. We need to only enable TLS1.2
