How to Install Windows 11 without Internet Connection

To bypass the Out-of-the-Box-Experience Internet requirement do the following:

1. In the "Let's connect you to a network" screen, press [Shift+F10] to launch a cmd terminal

2. Type in the following command and hit Enter:

OOBE\BYPASSNRO

# Note, recently instead of using the command above, after pressing Shift+F10 in the cmd shell enter:
start ms-cxh:localonly

After this step, the system will restart automatically.

Follow the setup process. On the "Let's connect you to a network" screen, click the "I don't have Internet" option and continue with the setup process as normal.
